Tough issues...: You should see a Doctor in person, to determine why you have decreased sensitivity when masturbating.  If it is only when masturbating, and if with actual sex, the sensitivity is fine, it may be a psychological issue. As far as the Premature ejaculation (PE), decreased sensitivity often may help? In any way, see the Dr. for an evaluation, as there are medication and therapies that can help with PE

Doubtful: Masturbating should theoretically make it more difficulty to achieve the next orgasm or at least reqire more time.  Premature ejaculation is usually a heightened sense of stimulation with no control to stop an orgasm in a very short period of time.  I do not believe you would have pe due to excessive masturbation.  May need to discuss with a sex therapist.

Premature: Ejaculation is sometimes called ill-timed ejaculation.  It is a subjective evaluation.  You may orgasm too quickly and not satisfy your partner.  If you have concerns you can see your doc or a licensed sex therapist.  It is not an illness.  Peace and good health.  It is not related to masturbation.

Masturbation: No.  Now that does not mean that you have not had a part in this by letting yourself lose control and have ejaculation so very quickly and not training your brain and your body to slow down.  Premature ejaculation takes some time to practice sexual stimulation and taking your time to ejaculate. One must edge up to the orgasm and back off and practice this.  There are books to read.

Rest: You can wear down any piece of equipment by using it to excess. Yes, you can run out of sperm or semen. But you could also have low "t" testosterone. A std could be a cause. Don't know your age, but getting old lowers the old sperm count. Things like mj, smokes and alcohol will do it too.
