Nope: Warts themselves are painless and usually don't even itch. However, if warts are allowed to become especially large before being removed or treated, they can be a source of bacterial skin infection which might be itchy or painful.

Condyloma: Condyloma are best treated with thermal destruction.  This can be done with laser or electrical desiccation.  Local anesthetic is often sufficient to do this painlessly.

Need to examine: It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see your doctor. If you are sexually active you could have warts.
Do get HIV vaccine.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Genital cyst ?: A firm "bump" in the area described may be a sebaceous cyst, very common in genital and other areas.   See your gyn provider, who can easily diagnose and treat this kind of lesion.

HAVE IT CHECKED: It needs to be checked, visually looked at and felt to find out what it can be.
Most probabely it is nothing serious, it may be pearly penile papule.

: Binge drinking -- heavy alcohol intake from time to time but not daily -- still has serious health risks, mostly for liver and heart problems. However, it has no known effect on the immune system or on clearance of genital warts or other HPV infections.
