Dandruff shampoo: Regular washes with dandruff shampoo are the best way to prevent dandruff.  You may need to shower daily or even twice a day.  In order to make your hair thick, eat well (fruit, vegetables, and protein) and take a multivitamin.  If that doesn't work, you might try taking Folic Acid or biotin which are essential ingredients for hair growth.  Thyroid or other medical problems may also thin hair.

Not really: The time is short that you are using the medicine. It will not cause any significant problem in this time period especially dangerous one. Note that dandrufff is a long term problem. You will more than one week of treatment. Ask your doctor how to treat it once it is under control for the long term.

Steroid: Fluocinonide is a potent topical steroid and as a solution, it can be used in the scalp (avoids creams and ointments that mess up the hair).  It is an anti-inflammatory drug--to reduce inflammation.  So if you have red, itchy scalp or a condition that causes round patches of hair loss (alopecia areata) it can be used for that.  For routine hair loss or mild dandruff, it might not be the right med.
