Should have words: By 18m a kid should have at least half a dozen words, though they may not be clearly spoken.Words for mom & dad  plus a few others at a minimum.The kid should understand the meaning to many more but not use them, regardless of the primary languages spoken.There is quite a change between 18m & 2y, where simple phrases are spoken. See a speech pathologist if needed for an assessment.
