Rash: Such an itchy localized rash may be an allergic reaction to some thing that came in contact with your thigh(?clothing,poison ivy) or may be shingles,insect bites. If this eruption isn't resolving, have your physician examine you for diagnosis and treatment.

Tinea versicolor: Tinea versicolor is caused by a yeast. Treatments are aimed at killing the yeast, which occurs in as little as 1-2 weeks. Unfortunately, if there is skin discoloration, which is often the case, it may take several months for the skin to return to its normal color.

or from constant trauma to the area like rough clothing and such.

Pityriasis: is generally a self limited rash (probably viral)
I would get checked out for PORPHYRIA CUTANEA TARDA (sorry for the fancy words but write it down and show it to your Dermatologist!

Infection: A rash is best evaluated - in person. However from description it sounds like an infection. What kind of infection--- viral, fungal OR bacterial--- only your doctor can tell after looking at it.
