Atypical pneumonia: Atypical pneumonia is an infection in the lungs caused my unusual bacteria like mycoplasma or legionella and where the symptoms differ from the classic ones. Therefore, it's often harder to diagnose. The antibiotics used are different and if it becomes severe it may require hospitalization. If you're not getting better, ask your physician what he /she thinks and if a chest x-ray is warranted.

my phlegm is a rust brown color. i have a deep cough, shortness of breathe, severe chest pain, and night sweats. i have chronic costrocondritis ?

Blood in sputum?: The description of your phlegm makes me think that blood could be discoloring it, which would obviously be concerning, especially in light of your other symptoms.  Are you a smoker?  how old are you?   You may need some testing soon - CT scan, bronchoscopy.

Allergies/ asthma?: These symptoms could represent allergy symptoms or possibly asthma since the symptoms are worse at night.  I would suggest trying an over the counter antihistamine such as Zyrtec (cetirizine) at bedtime x one month.  If your symptoms do not improve by then, I suggest seeing your Doctor for an evaluation.

Post-tussive cough.: When we're sick with an upper or lower respiratory infection, the cough tends to be the last symptom to clear.  This is called a post-tussive cough which, as you can surmise, means "post-cough cough".  The coughing itself makes the cough linger.  The solution?  Cough suppressant.

Pneumonia: Pneumonia times 2 in 3 months is often. Did the initial infection clear well? Continue to follow up,with his doctor until he is well. If he is not getting better and staying unwell your doctor may need to so additional testing.

Cold weather + lungs: Cold weather may irritate your lungs, specifically the upper airways called bronchi. It is a variant of asthma. In some people, as cold air rushes in on taking a breath, the irritation causes the bronchi to constrict, resulting in cough and even wheezing. Physical exam ( done at room temperature and at rest) is often normal. These reactive airways may improve with a trial of bronchodilators.

Bronchitis: Sounds like bronchitis. You should quit smoking. Also, you will need a physical exam to make sure there is nothing else going on.
