Not dangerous: The amount of masturbation performed depends on the person.  As long as it doesn't keep you from having a healthy sexual relationship and/or prevent you from meeting the responsibilities of daily living, you need not be concerned.

No, but...: Masturbation itself poses no danger. But being without erection suggests the presence of either ed or no sex arousal. Both conditions will take longer to stroke to reach orgasm possibly resulting in potential irritation to the skin and even urethra. If no sex arousal but still masturbating, this may suspect habitual, excessive, or even obsessive masturbation, which would not be healthful.
