Best results with 2+: You probably have a combination of folliculitis and post inflammatory hyper pigmentation.  You will likely need an antibiotic ointment to help clear the folliculitis initially, but an exfoliating cream (ex glycolic acid) used daily and after shaving can help prevent it in the future.  A bleaching cream (ex hydroquinone) and a steroid cream can help with the dark spots.

Steroid cream can: help. Insure you use fresh, sharp blades vice dull blades. If hair is &gt; several mm long – then trim before shaving. Wash area before shaving – warm water helps to soften hair. Use a lubricant when shaving. Avoid using products that contain alcohol or are scented.  Shave in direction of the hair – not against it. Be gentle when shaving – don’t push down too hard. Moisturize skin after shaving.

Shaving: Some skin is very sensitive .Give your skin a break. Don't shave for a few weeks, allow the skin to heal. Make sure you are well hydrated and nourished. Use moisturizer and sun screen every day. Then, in 3 weeks or so, either shave with an electric razor or go to the barber.  If the problem doesn't a at, go see your primary care provider.

Using a really good razor, warm water and good shaving gel can help. Shave with the hair and not against the follicle. Consider Laser hair removal if you feel you must not have pubic hair. Avoid chemicals that claim to lighten the vulva

Well when skin rubs: against skin (esp in between thighs), it is easy to get irritation. Try using a single blade razor, and shaving gel not cream. Then apply some hydrocortisone after shaving.

Basics: The pattern you cite suggests you are having an allergic reaction to something in the hair removal cream. If so it should gradually self heal if you avoid using the cream.(in week or so) Once fully healed if it happens again when you use the cream it would suggest you should not use it in the future.
