Eyes getting dry: A blast of air, be it from a fan or wind, causes your tears to evaporate quickly. To compensate, you blink more since blinking releases tears. The solution is to wear sunglasses when outdoors and avoid having a fan blowing on your face indoors. And you can use artificial tears 4 times a day if it becomes a constant problem.

Habit: Blinking if of course normal and necessary.  But a few children will blink excessively and repeatedly in a way that looks disturbing.  In almost all cases this is a kind of tic or repeated habit with no underlying pathology.  The usual way to get it to stop is simply ignore it, not call attention to it in any way, and most children will revert to normal after time.

Possibly stress: I answered a question recently re kids and blinking eyes.  
Same  info holds true for adults.  People get into habits (nail-biting, nose-picking, blinking, other tics) as stress-relievers.
If the eye exam is normal, most often stress or exhaustion or habit is the cause.  Rarely there can be central causes (blepharospam, etc) that require neurological evaluation, possibly imaging, sometimes botox..

Many causes: Excessive blinking has many possible causes. Dry eyes, stress, habitual causes are possible. If the blinking is severe enough to interfere with activities, need to consider more significant problems like blepharospasm if both eyes affected, or hemifacial spasm if just one side of the face is affected. See an eye md to rule out simple causes, and see if further testing is required.

Lubrication: Blinking serves at least two functions: removing debris from the eye surface, and lubricating the eye. Eyelids act as "reverse windshield wipers" - they push tears onto the eye's surface in order to keep it moist and nourished. Blinking can clear up vision temporarily in those whose eyes have become dry (from excess staring at the computer, for example), but does not relieve strain.
