Good question: No one knows why but it is suspected to be an autoimmune problem. The good news is that it may subside in a few years. Be sure you don't jump into cold water until the problem can be evaluated by an allergist.

Hives with cold skin: People who have cold induced urticaria release histamine in their skin when it cools. People react at different temperatures. If you place an ice cube on your skin you will develop a hive at the site (see photo). Keep warm, cover skin in cold air, take antihistamines. Swimming in cold water and cold drinks can be fatal. See an allergist for proper diagnosis and treatment.

Patients can present with localized hives, generalized hives, or have symptoms associated with anaphylaxis.

It sounds like: you have been in touch with medical specialists to have been given the diagnosis of such a rare condition. Unfortunately, it does not respond to anti-histamines as well as most hive/urticarial conditions. It may develop in reaction to chemical additives in water or weakened mast/immune cells that react to the sensation of water. Water filtration, mast cell stabilizers may help.Need skin specialist

Find & Control: Find the cause, when possible.  Control the symptoms.   There are many things which cause urticaria, and sometimes urticaria can be auto-immune (ie due to your own body's production of antibodies).  An allergist can help you identify the cause, when possible, either something as simple as your soap, or watch, or a food, or more complicated like a serious medical problem.

Yes: Urticaria or hives are superficial lesions that are red, itchy and can wax and wane.  There is no reason not to take a shower. In fact a tepid shower or bath may relieve the itching a little in addition to antihistamines.  For some who have cholinergic urticaria (heat induced) a hot shower could make it worse.
