Safe but: No reason to avoid, but I'd might consider cold preparations with DM.  In most states, have to sign for those but what I'd recommend.

i currently have a concussion from a head injury 5 days ago. today i've developed a low grade fever,  sinus congestion with no dripping,  dizziness,  & spinning sensation, in addition to my already prevalent headache.  is this normal?

No: The dizziness and headaches perhaps but the sinus congestion and low grade fever no.  I suspect that you are catching a cold as well but it is best to double check with your doctor ASAP to make sure that you do not have anything more serious such as subdural hematoma.

Head injury: For the vast majority of people there symptoms from a head injury will resolve in 10 to 14 days. However, there are a certain percentage that will take up to two months to heal up. Some people who are especially sensitive to head pain can take up to a year.

Concussion: REST mentally and physically. Avoid any triggers causing concussion symptoms like headache, dizziness, Nausea, balance problems, light/noise sensitivity etc.  Treat the Headache with Naproxen twice a day as this seems to work better for concussion headaches.  4 grams of Fish Oil highly recommended for 30 days as well.  Follow up with physician 48-72 hours after initial concussion evaluation.

Not harmful: But also not very helpful.  Sudafed helps with congestion minimally at best.

Yes: What is called the Post Concussive Syndrome is a collection of symptoms that can affect some patients after a concussion. The symptoms can last from weeks to 6 months or longer. The cause is not certain. Some of the symptoms are: headache, dizziness, blurred vision,difficulty concentrating and remembering, anxiety and depression, sleep disturbance and fatigue.
