Dryness: Skin eruption in these areas are often due to dryness as occurs in the winter. Sun and wind exposure may accentuate the eruption. Drooling of saliva, iron and B vitamin deficiencies are other causes. Use moisturizing lotions and protect the area from wind, Sun and cold. For more advice and treatment consult a dermatologist.

Redness: from a skin infection should diminish after 2 weeks and especially being on antibiotics during that time as well.  If you are concerned get a check up with your doctor.

Details needed: Many products are labeled "non comedogenic" to indicate that at least they considered a possible relationship to acne. A dermatologist can evaluate and help you.Wash with Dove skin cleanser, then apply a liberal amount of a ceramide cream. Eucerin Eczema, Aveeno (oatmeal) Eczema, CeraVe, and generics are easy to find.

Lichen planus?: Most penile rashes are not serious, but this still should be professionally evaluated. "Shiny smooth" suggests lichen planus (which you can google to see photos). See a doctor for diagnosis and treatment.

IF IT'S METAL, GET RUBBER OR PLASTIC.
IF IT'S PLASTIC, GET METAL, ETC.
IF NEITHER WORKS, I SUGGEST YOU COAT THE AREA WITH CLEAR NAIL POLISH AND LET IT DRY BEFORE PUTTING THEM ON.

More info; get check: Any anorectal coitus? Possible irritation or even early herpes infection. Any constipation or hemorrhoid history? That could be a factor. Any recent yeast discharge with vsginal symptoms as well. An in-person exam sounds warranted, especially STD is a possibility. Hope that helps.
