Not reliable : Relying on cervical mucous as a tool for predicting ovulation is highly unreliable. If you feel you have abnormal discharge get tested for infection. If you are trying to get pregnant try an ovulation kit. If you want to avoid pregnancy use condoms or birth control.

These are: Mysteries hard to explain.  Are you sure when u ovulated? Are you sure that the mucus gets firm immediatly after ovulation.  Are u sure it's not vaginal discharge or infection?   There is no clear answer 2 your question but it is not likely to be a problem.  Are u trying to conceive and gauging your cervical mucus? If so you are gonna go crazy, try to relax.

Maybe both: Mucus production increases around ovulation due to the increase in estrogen that your body is making.  This peaks just before ovulation, but how much mucus is produced can vary from woman to woman

Unknown: Monitoring cervical mucous is not an effective or very reliable method for detecting ovulation. If you are having trouble getting pregnant then the use of a home ovulation kit is going to be much more helpful

Probably: Clear stretchy cervical mucous is an Estradiol effect and is most prominent when the estrogen level is at it's highest during the ovulation phase of a menstrual cycle. Women are most fertile when their mucous is clear and stretchy, the basis behind birth control using the billings method. If ttc, concentrating intercourse during these days is helpful. Avoid sex then if avoiding pregnancy.

Possible: There are variations in the length of menstrual cycles in normal women and it is possible that you ovulated on day 9 of the cycle. Pregnancy is known to occur from sex on any and all days of the cycle. If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex.
