Need photo: Lots of possible causes of red bumps - most are benign.  Small hemangiomas are common. If these are red spots called petechiae, you should ask your doctor to check you out for medical conditions that would cause petechiae.

Rash: Always hard to tell without seeing a picture or knowing more info such as if itching.  It can be anything from a viral rash, heat rash, folliculitis, fungal rash, etc.  If not getting better then get evaluated.

Dermatitis: There are many causes of itchy skin rash; there is no way to even guess. Probably not serious, but see your doctor and take it from there. Or see a dermatologist.

Doctor can evaluate: Bumps and spots can be from many causes, such as: hives, viral infections, other infections, medication causes, hot-tub rashes, heat rashes, reactions to creams / lotions, allergic reactions to various things (including foods), internal disorders (such as kidney disease, auto-immune disease), etc... That means a rash that persists or is worrisome in appearance should be checked by a doctor.

? hives: Can be due to something you ate or a medicine received, also some acute virus infection would cause this, or no reason at all,you can try an OTC antihistamine, unless contraindicated, if no improvement see your doctor

Abdominal rash: Rashes are notoriously difficult to diagnose without being seen. Have pediatrician exam the child. May be simple prickly heat rash, diaper rash, viral illness, or any number of causes. Keep child comfortable with infant's tylenol (acetaminophen) if fever over 101?f & keep well hydrated with fluids.
