Yes...it can: Severe liver diseases as in cirrhosis, often due to hepc n/or alcohol etc..Can cause fluid retention in the abdomen (ascities) and swelling of legs.
Often a difficult illness to manage, because the liver is so important an organ in term of its miriad of functions. He may have esophageal varices (enlarged veins in esophagus) which may bleed..
Regular visits with doc..Very important..

This generally is secondary to reductions in the serum Albumin level secondary to decreased production, liver disease, renal disease with protein excretion, and protein loss through the gastrointestinal tract.  When the protein loss is significant fluid retention(edema) is present.

If one leg is swollen, i would worry about a blood clot.

Not really: Though you should look at your diet. Foods which cause constipation are usually the grains:rice, barley, oats; milk; bananas.
