Yes but ...: As long as the qt segment on your ECG is ok at rest and monitored while on the drug , a simple antihistamine is fine. The ones with a decongestant are not good under any conditions as it may cause rhythm problems and htn.

No only temporary!: Any form of testosterone causes a negative feedback signal to the brain to stop producing FSH &amp; LH which lead to Testosterone and Sperm production. 

When you stop taking the meds your body starts making the FSH &amp; LH again which will lead to normal sperm again. However, it takes 3 months from stopping the med until your sperm will come back to normal levels.

Probably not: I don't think anyone knows the answer to this question at this time. Although, Finasteride has been used as a treatment for prostate problems for many years and i don't think there is any report of people having cognitive or speech problems from using it. So it's unlikely that Propecia (finasteride) will cause any cognitive or speech problems if used long term.

Unclear: Propecia (finasteride) blocks the conversion of testosterone to its active form called dht. While testosterone and not Dht are necessary for sperm development, it still not a good idea to take it if you are trying to get your partner pregnant.
