Hair loss: Can't tell based on the very limited information you provided but I would start by suggesting you stop putting "castor oil" on your brows and scalp the reason for which remains a mystery.

Minoxidil: You can buy Minoxidil solution and apply this to the eyebrows.  This will make them grow.

Castor oil: has been proven to grow eyebrows.  You can use minoxidil, which is over-the-counter (in the U.S.) to grow your eyebrows.  Also Latisse (bimatoprost) will work for this, but you need a prescription for that.

No: There is no need to worry about ricin being in the castor oil, compared to all the other things we have to worry about in life. Castor oil may not be needed nor useful... which means one should investigate to see if castor oil has been truly proven to help in the way one is using it (castor oil has been around a long time and has many myths about it).
