Yes: Although I doubt it would do much.The general rule is all lotions /creams/oils you put on your skin cannot enter your blood and bother the formation of breast milk.

Not reliably: Nobody really knows. Tee tree oil is a common folk remedy but has never been studied scientifically. It's a skin irritant, so it might help. However, attempting treatment risks changing the appearance of the warts, making it more difficult for a doctor to accurately diagnose the problem. You would be much wiser to not treat yourself, see a doctor, then follow her professional advice.

Genital warts: Genital warts (viral) over time can be eliminated by your immune system.  If there has been 3 years since you have seen evidence of them,  it is possible not to communicate them to a sexual partner.  With long intervals, your immune protection may expire, so another exposure may cause recurrence. The virus is easy to communicate to a sexual partner.

If you have been exposed to genital warts from a sexual contact it might transfer from another site through scratching. Regular skin warts do not end up on genital skin. If you have a small growth it could easily be a skin tag or hemorrhoid remnant.

Self treatment may change the appearince of skin bumps, without curing warts but making it harder to accurately diagnose.

they may return once or twice after treatment
there are creams that treat the disease over a period of time and will treat areas where the virus is not exhibiting itself as warts.

: Get HPV vaccine and that will protect against some of warts and cancer causing HPV. You do not have a reason to be concerned from what you described.
