Depends: What is the cause?  Was the eye sighted earlier in life and developed vision loss?  Was the eye injured or infected?  Did it have surgery?  Is there systemic disease.?  So many questions:  Ask your ophthalmologist for the answer and whether there is a possibility of vision to some degree.  As you might guess some can be cured and others cannot.

Limited options: If you were born with color-blindness, there is really nothing you can do.  If you develop color-blindness as an  adult, you need to seek a medical consultation.  There could be a signal disruption anywhere from your eyes to your brain causing the color vision loss.  It is probably easiest to see an eye MD first.

Yes find the reasons: “photophobia or light sensitivity is a common eye complaint. It can result from several different conditions and in most cases is easily treatable when you find the cause.
Treatment for night blindness will depend on its cause. Treatment may be as simple as a new prescription for your eyeglasses or switching glaucoma drugs, or it may require surgery if it's the result of cataracts.

Can be treatable: Nyctalopia can be caused by a number of things.  A few are birth defects, vitamin a deficiency, medications, glaucoma, diabetes, cataracts, severe near sightedness, retinitis pigmentosa, and refractive surgery (eg. Lasik).  There are other causes (some untreatable) but of the ones listed above the only untreatable causes are birth defects and retinitis pigmentosa.  Treatable not same as curable.

Accepted Answer

Not usually: Congenital colorblindness is static and cannot be improved and will not worsen.  Patients with this defect learn to account for their difference in vision over time.  Acquired color blindness due to retinal or optic nerve damage can occasionally be partially reversible if the causative factor is removed.  Often this is not the case though.
