Nope: STDs don't appear out of nowhere. They have to be caught from an infected sex partner. However, there are some infections that are not sexually acquired, but which can then be transmitted to a partner. In that way, an apparent STD can appear in a monogamous couple. Herpes simplex virus type 1 (HSV1) is an example. Also hepatitis B, which could be caught by blood exposure then sexually transmitted.

my girlfriend had alot of past sexual partners (more than 20) she tested negative for all stds but she didn't test for hpv and oral hpv is it safe for me to be with her and kiss her?

: With that many past sexual partners, your girlfriend is likely positive for HPV. Tongue kissing and open-mouth kissing may lead to its transmission. However, oral infections are uncommon and even if transmitted, they resolve on their own over a period of time.

Probably not: It is unlikely that your symptoms are consistent with an std. It may just be a cold that you got from this person. If you're having any symptoms of painful urination or testicular pain, then you should go to a clinic and have a culture done. Also you should also always use condoms.

The : The issue here is re-infection. If your partner has chlamydia and has not received treatment then he will likely pass it to you, and the antibiotics you took two weeks ago will not safeguard  you from getting it again. Please see your doctor for repeat tesing and treatment if needed; also encourage your partner to do the same. You both should be free of infection before having sex again. Also consider using condoms to protect yourself against chlamydia and other std's.

Yes: Best example if one exposes to HIV knowlingly and no use of protection or informed consent is given.
Others are gonorrhea, syphillis and so forth .
Ultimately self protection is paramount.

Unknown: What you mean "by exam only " doesn't give much to go on. Testing for STD's should involve a pee test, a blood test and maybe a swab of the pee hole. Just looking at a persons genitals does not rule out most STD's but sometimes can find those with obvious skin findings.
