Yes: Yes  all STDs be transmitted through saliva or through direct contact  with urinary tract opening like urethra male and female.I am not sure how else you would be in contact with urine  other than oral / genital or genital  to genital contact.

: HIV is transmitted through direct contact through broken skin, open wounds, but mostly through mucosal membranes which is not what above scenario describes. A reliable site is cdc.gov in clarifying STD’s in general, HIV in particular. High risk sexual behavior may exacerbate health (HIV) related anxiety.

Test failure: The tests for viral presence and accurate identification (hsv-1 and hsv-2) are not 100% accurate. They tend to look for antibodies for the particular virus, which may not have yet been detectable when the test was performed. 
A re-test with one of the newer screening tests is advisable.

Yes: However, it does depend on the std.  It can be spread from the serum of vesicular lesions (herpes) or other "open" lesions (syphilis).  Yet others do not need to have this fluid to transmit the disease (hpv) and others will be more internal, and seepage will occur through the urethra (chlamydia).  In summary, know what you/your partner may have and take all the necessary precautions.  Be safe!
