Small but depends:: This depends on when this happened in relation to ovulation. Pre-ejaculate contains some sperm in about 40% of men. Since it has less volume/less sperm than regular ejaculation it's less likely to result in pregnancy but if this happened within 5 days of ovulation pregnancy is possible, up to 10% with normal ejaculation close to ovulation. It is acid neutralizing, lubrication, and varies in volume depending on the person. It is capable of transmitting HIV and can contain sperm.

Yes: Classically, the answer is yes.  The pre-ejaculate fluid comes from a gland in the urethra that helps change the pH balance of the vagina to make sperm more viable upon ejaculation.  There is rarely sperm hanging out in the urethra that would get washed out with pre-ejaculate fluid.  But, if a man recently ejaculated and then has intercourse again shortly after,  i guess it would be possible.
