No: Usually ovarian cysts does not cause delay in periods untill unless they make hormones and pump them into your blood which is a remote and highly unlikely possibility.

However delay in period need to be rectified. Occasional delay is ok. If this is persistent or more frequent your thyroid and other organs needs to be checked up.

BTL is forever: If your fallopian tubes were cut, you had a bilateral tubal ligation, then you do not expect them to grow back together.  Tubal ligation is a permanent sterilization procedure.
Sometimes, you can do surgery to reattach the tubes. And sometimes, rarely, the surgery fails and you can get pregnant.
Most of the time, if you want to be pregnant, ivf would be necessary.

Fresh eggs: It may be technically possible but  a problem as getting tubes to work again after  they were tied is not always successful. A fertility dr could help you ovulate & harvest some eggs through a laparoscope. Your husbands sperm could be added to the eggs and the resulting embryos placed into your womb. Difficult & expensive but possible.

Unlikely correlation: Tubal ligation should not have any effect on the mestrual cycle.

Not zero : All tubal ligations (tubes tied off) include tying off both cut ends of the Fallopian tubes, cutting each tube and burning the cut ends with eclectrocautery. You would think that there is no way that a sperm  could fertilize an egg after all if those procedures. On average 1:250 women with bilateral tubal ligation get pregnant.

Curious: Why did you tie your tubes if you intended to get pregnant again?  Reversals can be very expensive, and increase your risk of a tubal pregnancy.

See your gyn: sometimes if you have a cyst on your ovary, you can experience intermittent torsion(twisting) that can cut off blood supply to the ovaries and cause pain. 
It can eventually become severe and warrant emergent surgery. 
A gyn exam plus ultrasound can help provide assurance that your pain is not secondary to an enlarged ovary.
