The basics: The genital strains of HPV are passed by genital to genital contact. The genital wart strains have nothing to do with pap smears as that tissue is not where they prefer to live. They usually emerge within months of contact with an infected partner.

HPV ; Genital Warts: I think by hoc you mean hpv, which is human papilloma virus. There are multiple types, those that cause cancer (16 and 18) and those that cause warts (6 and 11). Condoms certainly decrease your risk of contracting hpv but hpv is contracted by skin contact rather than contact with sexual secretions. Decrease your risk by getting a gardisil hpv vaccine and avoiding smoking!

Yes: You mean hand/foot warts(there is no "normal" warts). Yes.
The hpvs cause hand warts or plantar warts are different from the ones cause genital warts. But hand/foot wart viruses still can present on the genital skin if genital skin is broken/injured for some reason. When that happen, the appearance of the warts on genitalia looks different from "typical" genital warts.
