Possible: You are asking an excellent question whose answer is not simple. Your heavier menstruation or abnormal menses can indicate hormonal irregularities, but not always. These changes (for example pcos) can be linked to acne. Discuss this with your obgyn or dermatologist. They can check with some blood work.

Hormonal acne: If you are not on any oral contraceptives, need to be tested for hormone levels. Women may have hormone imbalance due to polycystic ovary syndrome which may also have irregular menses, hair loss or excess hair growth. There are meds to help. Cystic acne is one form if acne with larger red acne lesions. Usually also has blackheads & whiteheads as well. Antibiotics not great for hormonal acne.

Various treatments.: while elevated glucocorticoids (or testosterone) cause acne, they cause a lot of other symptoms (obesity, thin skin glucocorticoids; male appearance if testosterone).
Treatments
 Benzoyl peroxide, 
antibiotics, such as clindamycin, doxycycline, erythromycin, and tetracycline.
Topical retinoid medicines, such as tretinoin accutane, tazorac (tazarotene)

For example, it is important to test for free testosterone and not just for total testosterone because it's the free form that causes symptoms. Also other hormones: dhea-s, androstenedione, fsh, lh, estradiol, progesterone, 17oh progesterone, prolactin, hg a1c. Tests to be done when off hormone pills x at least 1 month and on day 2-3 of cycle.
