Depends on stage: With stretch marks, prevention is key.  While pregnant or experiencing hormonal changes in teen year, moisturizing three to four times a day with an emollient moisturizer like shea or cocoa butter is very beneficial. Vit. E, wheat germ oils use show improvement. Once present it's best lessen stretch marks quickly. Use of glycolic acid w/retinoids are best. Laser treatments offer  great improvement.

After: Your skin may give off perspiration during and after a workout.  This will dry off your skin.  Using lotion helps when the skin is in this state helps decrease chances of stretch marks.  Prior to working out, depending on the location of lotion placement, this may be dangerous and may cause risk of accident or trauma.

STRETCH MARKS: Stretch marks are very thin scars that develop when the skin is stretched for a long time. 
 Treatments that promise to remove stretch marks are laser resurfacing therapy & dermabrasion. I am skeptical about these. No creams or lotions work.  All are pretty expensive. Nothing over-the-counter works. Check with a dermatologist to see what he/she might recommend. But i wouldn't be hopeful.
