Cannot tell: You could just have folliculitis from shaving. This is an inflammation of the hair follicles. I would see your general doctor or a gynecologist or urologist to confirm and get treatment. Stop shaving for now.

Normal: Probably sebum which is an oily substance that comes out around pubic hair. If it's not painful or inflamed, you're most likely fine. Don't pop them or they will get infected.

Most likely...: What described, most likely, is angiokeratoma of penis - asymptomatic, violaceous, smooth, small red/purple papules, has no clinical significance, and may be rid with laser for cosmetic, not medical necessity.  So, leave them alone if much like what described above.

Reactive bumps: In most cases reactive bumps that have clear liquid are allergic reactions.  These are known as hives.

Allergic reactions are sometimes difficult to determine the cause. In a sexual situation the most common reactions are to lube, condoms, and even to the sweat or bacteria of the person one is having sex with.

You may want to change the lube or condoms you are using to see if this resolves.

May be HPV: You may have condyloma acuminata, a viral wart, sexually transmitted, caused by the HPV  ( human papilloma virus ). You and all sexual partners must be examined and tested for all STD exposure-ASAP.

Many possiblilities: I wish I could provide an easy answer but this requires a more detailed evaluation.  Scabies is one possibility and depending on where you live I wonder if it could be poison ivy/oak/sumac.

Doctor can examine: A doctor can evaluate the bumps. Rashes are difficult to describe in words. If one has little bumps on the head of his penis, and if STD's have been ruled out, they could be "pearly penile papules," which are small, skin-colored papules that usually are located on the edge of the head of the penis (visible when the foreskin is pulled all the way back). Pearly penile papules are considered normal.
