Folliculitis?: Could be mild bacterial infection with staph. There are other possibilities amd the description is not enough. An antibacterial soap, over the counter acne creams containing benzoyl peroxide will help if it si bacterial. If it is persistent see a dermatologist for proper diagnosis and treatment.

FOLLICULITIS: Dear chris, 
this condition you describe in brief may be a skin infection caused by staphyloccocal bacteria.  
I suggest you see your primary care physician asap and have him/her examine the outbreak.  
If it is bacterial in etiology you will need antibiotic therapy and possibly topical antibiotic therapy to rid yourself of this miserable soundy malady.

Hemorroids: The changes around your anus might be due to inflamed hemorroids. The bumps might have been infected hair follicles. Have a good exam to see if this is case!

Sebaceous cysts: These are sebaceous cysts or hair follicles. just as acne gets worse before your periods, so can these. Try to keep clean and dry.  OCPs can supress excess male hormone levels that happen mid and late cycle, and might help.

Infected skin cyst.: This could be an infected sebaceous cyst. You can apply warm compresses several times/day or sit in warm tub. However if it does not improve or you have fever with it, you should see you doctor to have it checked.
