Skin bump: bumps and lumps on the skin can be anything from benign cysts to malignant tumors. this is something that should be looked at and diagnosed by your doctor and a biopsy/excision should be performed if necessary.

Treatment options include application of selenium sulfide, pyrithione zinc or ketoconazole-containing shampoos, topical ketoconazole cream or terbinafine solution, topical sodium sulfacetamide and topical corticosteroids.

Scalp cysts: I'd see your doctor for an exam. One of the most common cause of scalp cysts would be "wens". These are generally benign and can be removed by a surgeon if indicated.

You can reduce your risk of cancer by adopting healthy habits: Eat a mostly vegetarian diet, avoid alcohol, tobacco and street drugs, avoid excessive exposure  to sun, get HPV vaccine, exercise 30 minutes each day, drink enough water so your urine is mostly colorless.
