Get to a doctor: or ER.  Stabilization is key for fractures as it will help with pain and prevent any further damage. the arm can be stabilized by a splint or Cast initially.  An X-ray can confirm if there is a fracture and permanent treatment can be either casting , splinting or surgery depending on the fracture.

The question is...: Whether you permanently injured your arm as a child?   Or whether you spent more time throwing a ball at age 11 than at age 47?  Consider rephrasing the question.

Physical Therapy: You should probably start in physical therapy right away and see your doctor.  This is an important time to make sure you make a 100% recovery.

Broken arm: Could definitely be a nerve problem and you should get it checked out asap.  Many nerve problems are avoidable or treatable i.E a cast might be too tight or there is a hematoma (blood) pressing on a nerve that can be drained. Or maybe the fracture needs to be treated differently. Best of luck.
