Change in pressure : There is probably increased venous pressure. See your doctor to make sure there is nothing else causing this problem.

Normal finding: I am amazed about how often I have women ask me about the veins on their breast.  Occasionally they are spider veins but mostly they are blue veins.  These are almost always normal findings and normal variations of chest veins.  They tend to be more pronounced in fair skinned females and they may be related to hereditary factors or hormonal changes.  No treatment is necessary unless for cosmetics.

Common: Sometimes they seem to appear after breast surgery, such as augmentation. However, they are not uncommon even in someone who has not had this procedure. Probably not: Blue veins can be seen in fair skinned or thin individuals. This in normal. There are a few relatively rare medical conditions that can cause veins to become engorged or more prominent on the chest. These rare conditions always have other symptoms associated with them and occur on one side, not both. So if it is  
on both breast and no symptoms it is probably 
nothing to worry about.

Get seen by a doctor: You need a doctor to determine if they are new onsent, painful, painless, normal, etc. Clinical breast examination, risks for breast disease, etc.

They can be either normal or a sign of a medical condition. You should get seen by a physician.
