Blood in skin: See doctor for evacuation of spots and underlying veins. This can represent bleeding into skin form varicose veins or blood thinning editions. If possible medically, it is indicated to be evaluated as to surgery for the veins. This can often be done with laser as an outpatient office procedure. See a vascular surgeon who performs laser vein ablation.

Not sure: My best guess is that the irritation of shaving stimulates  the melatonin secretion in your skin causing more pigmentation.   But without looking at your spots and even then, it's tough to say for sure.

Hyperpigmentation: Post-inflammatory hyperpigmentation, which is a darkening of the skin pigment due to increased amounts of melanin, usually occurs during the healing process after the treatment of a skin disease. While most cases of post-inflammatory hyperpigmentation disappear on their own after a few weeks, you can speed up the process by using bleaching cream with hydroquinone.

Moles: Moles are created by your skin due to  genetic predisposition, not by friction. You get moles because you are genetically programmed to do so, or are stimulated in some way to cause your skin to do this on its own.

So down the road it could become serious, if not already. You should be seen by an experienced vein specialist, who can determine the cause of your problem, and the best way to treat it. The good news is that almost all vein treatments are minimally invasive.
