Likely not: Dandruff are flakes of skin. Unless it's infected with bacteria, which it usually isn't, accidentally breathing in a flake should not pose a problem.

Seborrhea?: You may have more than just dandruff. This could be seborrheic dermatitis and has to be treated differently. You need to see a dermatologist.

Not likely: Dandruff is basically skin. Human skin, unlike animal "dander" is not a likely trigger for asthma.

Dandruff: This is very likely dandruff.  We call this seborrheic dermatitis of the scalp.  Sometimes this is associated with a rash around the eyebrows / sides of the nose or chin.  Best treated with selenium sulfide or zinc pyrithione shampoos.  Please ask your pharmacist for one of these and use as directed - see someone if not improving after a month or two.

Stop scratching: See your doctor to find out why you are itching.  If it is dandruff (fungus infection) you may want to use shampoes for that or get a prescriptionvshampoe or cream for the problem.

One idea: This may be tinea versicolor, which has a lot of different looks. You can read about it online; if this is a match, one thing to try is that blue dandruff shampoo, perhaps applied overnight. Best wishes.

Need good shampoo: I know of no "natural" treatment for what sounds like seborreic dermatitis.  You need to try a daily dandruff shampoo such as selsen blue or head and shoulders.  If that doesn't solve the problem, you should see a dermatologist.

Dry scalp: Sometimes may be funga linfecti onas well. Can try selsun Blue shampoo or Nizoral shampoo and also try conditioning with coconut oil  after washing. Follow up with dermatology
