Paresthesias: This sounds like paresthesias. To answer this question, a reason as to why this is occurring is critical. It may be early signs of neuropathy, a degenerative nerve condition. It may also arise out of compression of spinal nerves. Get a neurologic assessment first.

It depends: The permenant side effect is the possibility it falls asleep permenantly so you should have it checked out. A foot should not fall asleep that frequently. Either you are doing something to cause it...I.E sitting in a way you are causing a compression neuropathy or you have a nerve that is being compressed thru exertion or an anatomical compression.

Lack of exercise: Foot falling asleep that frequently is not normal. If you are overweight, losing weight through exercise and diet will help.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

See your doctor.: Could be a nerological or vascular deficiency which is important, and could worsen over time.

See your doctor: It is not normal for that to happen. It is possible the cast is too high or tight and therefore is compressing a nerve which could result in foot drop.  You could also be swelling within the cast. Inform the doctor who applied the cast asap.

May be neuropathy: Anytime the sensation is altered (such as falling asleep or pain), it involves a nerve.  The nerve disruption may be a sign of neuropathy.  There are different reasons for this to occur and can be physical from compression of a nerve or a more serious disease, like diabetes. Talk to your primary care physician or see a podiatrist. A good history, examination and some additional diagnostics needed.

Muscle sprain: Try ice to your calf for a couple of days, along with a pair of Advils (ibuprofen). Rest your legs till you feel better. If you see any redness or swelling,  or symptoms persist beyond a week, see your doctor Feel better.

Time to go see a doctor: Those disturbing symptoms may be caused by a variety of conditions. Multiple Sclerosis, Lyme disease, Tumor, TIAs, CVAs etc.  You need a neurological exam, blood tests, maybe imaging, EMG etc. and thorough history. Go to the Doctor today!

i've started a bad habit of falling asleep with my left foot hanging off the bed and when i wake up, it is swollen. my ankle also swells up. i'm scared that i'm going to get clots. can i?

What is the question: If you are producing blockage of return of blood from your veins and it is creating peripheral swelling then  you have to solve the problem producing this.  Am not sure that altering your sleeping positions is a medical issue, but rather something to be discussed with a sleep engineer if there is such a thing.

Discuss with your MD: All of these symptoms may be local musculo-skeletal problems but you need to talk to your doctor.  Cramps could be an electrolyte disorder.  One sided swelling could be venous insufficiency but it could be phlebitis.  The leg falling asleep is most likely a compression of a nerve while you are asleep.  However, you have a number of leg questions  that requires someone seeing you personally.
