Multiple factors...: Lower testosterone, lower nitric oxide levels, and probable vascular hardening/dysfunction--all occur with age. With age, your "north pointing flag" begins pointing a bit more southerly due to declines in the above. In animal studies, removal of testicles (lowering of testosterone) results in impaired erections. Testosterone replacement reverses this. Testosterone levels lower with age.

L-arginine, Neo40: If you are < 40yo, l-arginine is good choice.  It works like a natural viagra (sildenafil).  If > 40, or if history of heart disease, look into supplement called neo40. Kinda pricy though.

Quackery: Whether harmful or not, it won't do any good. There are no procedures or exercises that have any effect on penis size or quality of erections, unless psychologically (placebo effect). Since "jelquing" can't help with anything and maybe might be harmful, I see no sense in trying it.
