Appendicitis: Appendicitis often starts with pain around the belly button and then migrates more to the right side.  Anything that is causing irritation in the abdominal cavity can present as pain around the belly button because that is where the tissue that lines the cavity bunches together.

I really: cannot think of what you are describing! I suppose it could be "mittleschmerz" pain which occurs with OVULATION on occasion....

Define "swelled": Could be just an "outie" or small hernia, or even infection - needs more deifnition.

Belly button: Perhaps you have a small hernia called an umbilical hernia that sometimes develops.  Usually it is not a major concern.  Discuss it with your doctor on your next visit.

Contact dermatitis: The most common cause i see for itching in that area is allergy to a metal, usually nickel. Most people wear a metal belt buckle, or have a metal snap and/or zipper on their pants, and if you're allergic to the metal in that buckle or snap, it will cause itching. Another possibility is that you may have gotten an irritating substance of some sort trapped inside your belly button.

Perhaps infection: try cleaning it with 1/2water/1/2 hydrogen peroxide and put topcial antibiotic ointment in it with cotton tip applicator. If not better see dermatologist

You can not: The umbilicus is used to deliver nutrition during development. It had a tissue anchor internally so you can not simply flip it inside out.

Impaction?: People with deep 'innies' may slowly build up shedded old skin cells, bacteria and other 'lint' in the belly button (umbilicus), and it may become an impacted infected mass of material, that causes pain near the area, or foul odor, or abscess. That is one possibility. Of course, a careful physical exam should reveal the problem.
