This may be responsible for the disease known as bangungut, or "toxic dream" that is lethal. The japanese, however, make sushi that is white rice associated with the muscular part of the fish and it is safe when eaten at a japanese restaurant. Veggies and fruit O.K.

Yes: Yes but you really want to make sure they are fresh and prepared properly.  Eating raw or undercooked meat and fish does carry a risk of bacterial infections that can make you sick.  Mind you lots of cultures consume this kind of food and fish is part of the healthiest diets in the world (including the japanese diet).
