Maybe / depends: If you're asking, you probably have reason to worry about stds and need to go get tested.  Most family doctors / internists and all ob/gyns could test, as can most urgent cares.  Ovarian cysts are usually not dangerous, but they can be painful, and you need tests to be sure it's not dangerous.  See your doctor.

Not an STD: No STD is a likely cause. This sounds like a sebaceous cyst? or perhaps a minor congenital anomaly, such as a urethral diverticulum, maybe now infected. See a doctor; get seen immediately if it becomes red and sore or rapidly enlarges. In the meantime, hands off:  squeezing, manipulating it, etc will just make it more inflamed and harder to diagnose. But still get STD tested if at risk.

No: If the only problem you have had was that cyst years ago and it was treated, there is no lingering infection or any problem from that. The bigger question is if you have had any unprotected sexual activity in the ensuing years that would have exposed you to other STD's and whether any of these would be transmissible to another person. If you have questions, get an exam done to make sure you're OK.
