Pretty common: Occurs in about 1 in 20 women. Not likely to go away and often gets larger when breasts do (pregnancy). Losing enough weight to significantly lower total breast size MIGHT have SOME effect. Can be surgically removed; in some centers, a lot of minor complications occurrred.

Unclear : I do not know what "li" means but if this is a new condition for you at 24, you need to be examined by a skilled gyn.

Yes, : Yes, it is possible for more breast tissue to grow.  Depending on the reason for the surgery in the first place, it is possible that not all of the breast  tissue was removed.  Obviously for significant breast cancers, the goal is to remove all the breast tissue to decrease the chance of recurrence.  If the surgery was done to reduce the breast tissue(reduction surgery) or for a male with breast tissue, then it is possible for the tissue to slowly grow back depending on the cause of it in the first place.  If there is a hormonal signal from the brain (prolactin, estrogen/progesterone) sent, it can lead to breast tissue growth and even milk production.

It is a good idea to be seen by the surgeon that removed the tissue to determine if more intervention needs to happen since the tissue is growing back and if that is something dangerous or not.

History of multiple breast biopsies is a risk factor for the development of breast cancer.  If there is a family history- it is even more compelling to do a prophylactic mastectomy.  Most insurance companies allow for this.

They are essentially: ...Empty translucent rubbery balloons with a valve built into the wall that can been accessed through the skin with a needle to fill them with saline and gradually expand a new breast mound into being. They usually feel quite firm while being expanded but newer techniques keep them soft once the permanent device is placed.
