Depends: Isolated atrophy (with no other findings on the scan) in a young person could be a sign of something serious, like a toxic exposure or inflammatory condition, and is seen in dementia. In much older adult patients this may be an expected (normal) finding.

If the findings are in a young person, they could be from mutlple sclerosis or other causes & need further eval.

Your neurological issues could well be associated with B-12 absorption deficiencies, and suggest you check methyl-melonic acid, B-12, folate amongst other tests.  This appears more involved than just the small bowel.  Uncover answers and much can be restored.

The other findings can be seen with or close to menopause (natural or induced by surgery or medications), and can be normal in many situations, but context (why the test was done) is important to be able to interpret this result uniquely for you.

Maybe: Mild general atrophy can be seen on ct scans of people with or without symptoms.  Chronic white matter ischemic changes can also be seen in symptomatic or asymptomatic people.  Be sure your mom gets checked for obstructive sleep apnea, diabetes, hypertension and high cholesterol.  These can cause ischemic changes.
