Psychiatric eval: Asperger's is a clinical diagnosis which depends on mostly history comprising of basically three areas: developmental delays including speech delays, social delays and stereotypic behavior (repetitive). There may be family and other developmental issues of interest. A thorough evaluation should be able to answer this question, talk to your pcp first, if needed a referral to a psychiatrist.

Discipline won't help but guidance and explaining kindly may help. By contrast, the real "brat" is likely to be diagnosed with "oppositional-defiant disorder" & understand the impact of his/her behavior well.
