Intermittently : Basically you are stretching the spine and diminishing the bulging of the disc temporarily taking the pressure off the nerve. Some patients will use it a coupe of times per day.

No: Retinal tears are caused by vitreous traction not from outside activities. You can hang upside down if you like.

Yes, but...: Yes, you can use an inversion table to get symptomatic relief that is temporary.  However it will not solve the structural problem provided you are symptomatic from this structural problem.

Not consequential: Some enjoy the passive stretch this provides to the core back muscles. Like any health related practice you should have no health issues before you try this as decided by your doc. It will not change your height or trigger any significant complication for people in good health.

Inversion table: Not unusual for mild increase in lbp. Only be on for 5min max. Due up to 5 times a day. Initially may want to do one minute upside down, one minute level alternating until 5 minutes upside down total. Give it a few days. Should be noticing a difference if due to nerve root compression or discogenic pain.
