Airway inflammation: Asthma is caused by inflammation of the airways. This causes the caliber of the airway to be smaller, which produces the characteristic "musical sound" we call wheezing.

This inflammation can be caused by outside irritants or by the body attacking itself. In either case, the treatment is much the same. Medications to open the airways and steroids to reduce inflammation.

Motion-activated : Try a motion activated sprinkler since cats really don't love to be sprinkled.   Animal control is not likely to have time to help you unless the cats are bob cats.

Hard to say: One of the primary problems in asthma is the thickened mucous that seems to always be present. The antihistamine cough preparations like NyQuil can increase that thickness. A product like Mucinex without an antihistamine would be better in theory. Your system may work okay with either.
