You mean a lump?: Most likely benign. Need more information, such as- has it developed suddenly or over a long time? Is there any pain? Does it affect your urinary sream/ have you had a UTI or std?. Could be a sebaceous or epidermal inclusion cyst, urethral diverticulum, urethral stricture, urethral condyloma etc. Hence need to see a urologist to diagose & treat if necessary.

Question?: A small tear is usually the result of trauma to the area (injury, sex, masturbation), but it should be healed by now.  If it is not being retraumatized to stay open, it should be evaluated.

Penile swelling needs to be evaluated by a physician such as a Family Practice Physician or at your age a pediatrician. Most likely this can be helped but you will need physician evaluation.

Urethra: Unless you've been swimming in the amazon river, i doubt that that a parasite has made its way up your urethra. (see the candiru myth. More of an urban legend than documented malady most likely).  If there is a fleshy lesion in your urethra, you definitely should see a urologist for examination.

: What do you mean by dry? This location is a mucous membrane, and it would not be as dry as your outside skin, but closer to the inside of your mouth.  It would not be dripping moisture continuously.

Can happen: Penile distention results from increase in blood in the shaft.  This occurs when drugs like Viagra (sildenafil) taken or some minor clotting in venous outflow of the penis happens.  After cystoscopy a certain low level of venous blockage will occur which is temporary.

Yes: However this can be the cause but where else have you had your penis?
If you are promiscuous, it could actually be a urethritis that could cause this as of an infectious origin. See your  doc or urologist to be see. Need to have a urine done as well.  Must also rule out any STDs.

Uethritis?: Ordinarily, the urethral opening in men should not be that open or sensitive to touch by clothing. This can happen, though, if the area is inflamed (urethritis), which may simply be due to excessive irritation caused by frequent masturbation/ejaculation or may signal fungal, bacterial or Chlamydial infection. Do a self-assessment and act accordingly, including wearing less restrictive underwear.
