Skin tags: Skin tags can occur almost anywhere on the body covered by skin. However, the two most common areas for skin tags are the neck and armpits. Other common areas for the development of skin tags include the eyelids, upper chest (particularly under the female breasts), buttock folds, and groin folds. Tags are typically thought to occur in characteristic friction locations where skin rubs against skin.

Skin tags: Skin tags are simply redundant skin that cause protuberances, often around areas that are frequently rubbed by clothing or are traumatized by friction. They often occur around the neck, under the arms and on the buttocks. When these skin tags get traumatized, they can get inflamed and very painful, or they can bleed. They can usually be easily removed under local anesthesia in a doctor's office.

Skin Tags: Skin Tags can usually be easily removed in the office with a sharp scissor after cleaning the area.  They generally do not bleed significantly.  If the skin tag is in a sensitive area (eyelid) or has a large base I will inject local anesthetic prior to removal.  Your doctor should be able to help.  It is a common request.

Yes: There are many methods to remove skin tags including liquid nitrogen cryosurgery, excision, or electrosurgery.

Patients with mixed connective tissue disease may have raynaud's phenomenon and have an adverse reaction to cold.  Thus, liquid nitrogen should not be performed.  However, the other techniques may be used.

It Depends: Skin tags are irritating and can be removed in many ways.  If you see your doctor or dermatologist they will snip them off with scissors, freeze them with liquid nitrogen or cauterize them.  There many other ways to remove them as well. This is a cosmetic procedure and not covered by insurance so expect to have some out of pocket expense to have them removed.

Anal skin tags: Skin tags happen because of chronic irritation in an area. Anal ones usually happen form chronic constipation or from recurrent trauma to the perianal region. You don't outgrow them - you get rid of the offending irritants and they eventually heal. So if you haven't found out why they are there yet, that is step one, then remove or medicate the situation so that the irritation stops.
