That is little too: excessive. however from the start of pregnancy till 26 weeks it is possible. make sure you do not have swelling of feet and that your BP is ok.
also your doctor needs to check if your baby is not too large for dates etc. Rapid weight gain occurs more so in the third trimester

They gaining weight : Pretty well- 2/3 oz. -1 oz./day is the target. Just make sure they're doing at least non-nutritive sucking on a nipple (yours or a nursery-made pacifier) so they don't develop an oral aversion.  Your twins  will be referred to the state's early intervention program to monitor their development. Fyi, dr. 35-45 lbs total: Total weight gain is more important than the rate at which you gain. It is better if it is gradual but different for everyone. Numbers for weight gain are based on studies with best outcomes for mom and babies. Normal weight women should gain about 35-45#. If you're thin before pregnancy, it may be better to gain a little more. If you're overweight, gaining less weight is generally better.

Not consistantly: Too little weight gain or excessive weight gain could be associated with indications for early delivery (iugr, pre-eclampsia, gestational diabetes, ect).  There is no specific concrete direct relationship between pregnancy duration and maternal weight gain.

At the end: The vast majority of weight gain should occur at the end of the third trimester when patients are retaining fluid. Unfortunately, many gain lots of the weight in the beginning. You only need 300 calories more per day at the end of pregnancy. Eating for two is not a true statement.

No: Of course it depends on how you define excess.  Excess weight gain can increase chance of elevated blood pressure, gestational diabetes and large for gestational age infant.
Gaining more than 40 lbs, frequently makes the slow metabolism of pregnancy a permanent thing, therefore, hard to get rid of the wt.
Large infants more often result in c/s and shoulder dystocia, which can be dangerous.

These guidelines are meant to minimize the risk of fetal growth abnormalities and prevent adverse perinatal outcomes., while assuring the long-term health of the offspring as well (studies show that it can be affected).

Not while preganant: It depends on what you eat or if you exercise, but the baby's weight and surrounding fluids typically add to your weight to increase  your total weight. Please discuss this with your ob-gyn to make sure all is okay.
