It is better to know: Take the HIV test  at a clinic and participate int he pre and post test counseling offered.  There are many treatments for HIV if the test is positive. Everyone should practice safe (protected) sex.

Depends on details: Unlike the real estate business, this is not about location. It's about people. Suppose a guy does not have HIV (if sexually active, he got a negative annual HIV screening test in the past year). He can catch HIV from a partner only if his partner has HIV. That's the issue, as HIV doesn't appear from nowhere. If a partner has no HIV, additional testing is not needed. If high risk, then test more.

Littie if any risk: Oral sex is safe sex -- not entirely risk free, but far lower chance of any STD than unprotected vaginal or anal sex. And the risk is zero, or close to it, for HIV, even if there really was blood in your partner's mouth. I do not recommend testing for HIV, hepatitis, or anything else.

Not safe: Unprotected sex is never safe, because you don't know what your partner has been doing, either.  If you are asking if you have hiv, the answer is probably not, if the tests were more than 3 months or so after the last encounter; the question is why are you having so many HIV tests?

Get tested: You would be more likely than not to have some HIV symptoms after ten years. Since you're an adult, and it's good for most grown-ups to get an HIV screen every few years, go get yourself checked just to end this anxiety.
