In brief: Congenital
The brain constantly produces fluid (CSF) .
Under normal circumstances, this fluid drains into the spinal canal and is reabsorbed. When normal drainage does not occur or the brain produces too much CSF it builds up in the ventricles of the brain and causes pressure. Congenital or fetal hydrocephalus is when this occurs before or shortly after birth - it can have several causes.
