Their are no hard and fast rules. A trial of labor is reasonable and safe and often results in a vaginal delivery. Discuss with your OB if you are concerned.

Short women tend to have a small pelvic outlet, thus are frequently unable to deliver an average size baby vaginally and cesarean sections are more common in this group.
That generality does not apply to the individual woman - your obstetrician will determine which route of delivery is best for you on the basis of several parameters. Smaller women do have smaller babies, notably.
