Mother aged 91, broke hip and lot of weakness i.E., not able to lift her body. More pt at rehab inst?

In brief: Possibly

It depends a lot on what type of shape she was in before the fracture.
At 91 she may or may not be able to tolerate the vigorous rehab program at a rehab hospital and may need a slower pace at a nursing facility. But if she can do the rehab at rehab hospital this is preferable. Hip fracture in the elderly is a very serious condition and may require prolonged therapy.
